An invitational hand with 4 spades and 5 hearts provides bidding space to show both suits without getting to high. This is because the second suit can be bid at the two level. Responder transfers to the 5-card heart suit and then forces for one round by bidding the 4-card spade suit at the two level. It is still possible to play in 2NT.
Here opener is minimum and cannot support either suit, so does indeed end up in 2NT.
