When partner opens, West envisages a slam, but starts with a quiet 2♣. Partner's 2♥ rebid shows a minimum hand with five spades and four hearts. West uses RKCB to find partner with the two missing aces and the missing king. She can see thirteen likely tricks in a heart contract: 2 spades, 4 diamonds, 2 clubs, and 5 trumps including a ruff.
Note that only twelve tricks are available in no-trumps unless partner has a black queen, because there would be only four tricks in hearts.
